“Net zero” is one of those phrases that has been used so loosely it has almost stopped meaning anything. Homeowners hear it and picture a house with no energy bill. Builders hear it and picture a code requirement coming for them. Both are partly right, and the gap between the two is where most of the confusion lives.
In BC, net zero is no longer an aspiration you opt into. It is a direction the building code is actively pushing every new home toward, on a published timeline. So it is worth understanding what the term actually means before you design around it, or pay for it.
Net zero versus net zero ready
These are two different things, and the difference matters to your budget.
- Net zero energy. The home produces as much energy over a year as it consumes, usually by pairing a very efficient building with enough solar to cover what is left.
- Net zero energy ready. The home is built efficient enough that solar could offset its consumption, but the panels are not necessarily installed yet. The expensive, permanent parts (the envelope, the airtightness, the mechanical system) are done. The solar can be added later.
Almost everything the code is driving toward is the second one. The province’s stated goal is for all new buildings to be net-zero-energy ready by 2032, and zero-carbon in their new construction by 2030. You are being pushed to build a home that is ready, not one that is already generating its own power.
How the code gets you there: the two Step Codes
BC uses two ladders that climb in parallel. The BC Energy Step Code governs how much energy the building uses: how good the envelope and systems are. The Zero Carbon Step Code governs the emissions from what you burn on site, mainly heating, hot water, and cooking.
For homes, the energy ladder tops out at Step 5, which is net-zero-energy ready and roughly comparable to the rigorous Passive House standard, effectively the most efficient home you can build today. As of May 2023, the lowest steps were removed as a compliance option, and through 2026 many municipalities are stepping their minimums up again. The floor keeps rising underneath you.
The practical takeaway: whether or not you care about net zero philosophically, the home you are allowed to permit is getting more efficient every couple of years. Designing as if the higher step is coming is usually cheaper than being surprised by it.
What actually drives the cost on a new build
Most of the cost of a high-performance home is not exotic technology. It is decisions made early, on paper, that are cheap to specify and expensive to retrofit:
- The envelope. Insulation levels, continuous exterior insulation, and eliminating thermal bridges. This is where the performance is won or lost.
- Airtightness. The single most cost-effective lever on the Step Code, and almost entirely a function of detailing and site discipline rather than materials.
- Windows and orientation. Glazing quality and where you point the glass. Free to plan, costly to fix once framed.
- The mechanical system. A heat pump for heating and cooling plus heat-recovery ventilation is now the default path to satisfying both Step Codes at once.
A net-zero-ready home is mostly a well-detailed ordinary home. The performance comes from the drawings, not from a gadget.
Net zero on a renovation is a different conversation
New construction can reach for net zero ready because you control everything from the footing up. A renovation cannot, and pretending otherwise is how retrofit budgets get out of control.
A full deep-energy retrofit (high-performance insulation, triple-pane windows, a heat pump, sometimes solar) commonly runs somewhere in the range of $100,000 to $200,000 on an existing single-family home. That is a real number, and it is why we tell renovation clients not to treat net zero as a single leap.
The more defensible approach is to sequence it. Get the building envelope and airtightness handled when the walls are already open for other reasons. Switch to a heat pump when the old furnace dies anyway. Leave the roof solar-ready so panels are a clean add later. Each step is justifiable on its own; stacked, they get you most of the way without a single six-figure shock.
BC also helps carry some of that cost. The CleanBC Better Homes program offers rebates on the pieces that matter: up to roughly $9,500 toward qualifying windows and doors, and up to $16,000 toward a heat pump for income-qualified households switching off oil, gas, or propane. These can sometimes be stacked with utility and federal incentives. Programs change, so the real move is to confirm current rebates before you finalize scope, not after.
Where net zero pays, and where it doesn’t
We are not evangelists. Net-zero-ready investment pays off most clearly when you are building new anyway (the marginal cost is small), when you plan to hold the home for many years, and when comfort and resilience matter to you as much as the energy bill. It pays off least when the payback horizon is short, the budget is genuinely tight, or the house is a flip. An honest designer will tell you which situation you are in.
