Every few years, modular construction gets crowned the answer to the housing crisis. Build the house in a factory, truck it to the lot, snap it together in a week, and skip most of the delays and weather and labour shortages that plague conventional building. The pitch is compelling, and this time there is real money and policy behind it. So it is a fair question: are modular homes finally the future, or is this another cycle of promise that quietly under-delivers?
The honest answer is: both, depending on what you are building and whether you can get it financed.
First, the words actually mean different things
Half the confusion around “modular” comes from loose vocabulary. Three different things get lumped together:
- Modular (volumetric). Whole three-dimensional room boxes are built in a factory (framed, wired, plumbed, sometimes finished), then trucked in and stacked on your foundation.
- Panelized. Flat wall and floor panels are built in a factory and assembled on site. Faster than stick-building, but you are still framing a house, just with a head start.
- Prefab / kit. A broad catch-all that can mean anything from a package of pre-cut lumber to a nearly complete home.
When people say modular is the future, they usually mean the first one. It is also the one with the biggest advantages and the most stubborn constraints.
The case that it’s the future
It is stronger than it has ever been. A factory-built home is assembled indoors, on a controlled line, by the same crews doing the same tasks repeatedly. That produces genuine benefits:
- Speed. Factory production runs in parallel with site work. Your foundation is poured while the house is being built, and weather stops delaying you.
- Consistency. Factory quality control and repeatable assembly reduce the variability you get on an open site.
- Less waste. Centralized cutting and material handling generates less job-site waste.
And the momentum is no longer just talk. Build Canada Homes, the federal homebuilding agency, aims to fund thousands of modular units on federal land starting in 2026. New timber-modular factories are coming online with capacity for well over a thousand units a year. Canada’s prefabricated construction market is projected to grow from roughly CAD 14 billion in 2025 toward CAD 18 billion by 2030. Housing policy at every level now explicitly prefers modular and prefab where they can be scaled. BC, for what it is worth, has been building modular for decades. This is not new ground here.
The catch nobody puts on the brochure: financing
Here is the honest constraint, and it is the one that stops most modular projects before they start. The way homes are normally financed does not match the way modular homes get built.
A conventional construction loan releases money in stages tied to site progress: foundation done, framing done, lock-up, and so on. A modular home inverts that. The factory needs to be paid up front to build your house before it ever arrives on site, at the exact moment a traditional lender has released almost nothing. That mismatch is why you will see headlines about prefab solving the housing crisis paired with the phrase “but nobody can get financing.” It is being worked on (CMHC has introduced financing aimed specifically at modular and prefab), but it is still the single biggest friction for a private buyer today.
Then there are the physical constraints that are easy to forget:
- Transportation and craning. Modules travel by truck and get lifted by crane. That is real cost, and it grows with distance and site access.
- The truck sets the design. A module has to fit on a highway, so road width quietly caps room dimensions and drives design decisions.
- The site still has to be ready. Servicing, foundation, and permits do not disappear. Modular compresses the build; it does not erase the site work.
- It needs scale to be cheap. Factories are only efficient with sustained demand. The cost advantage shows up on repeatable, standardized units, not on a one-off custom home.
Where modular already works today
Strip away the hype and a clear pattern emerges. Modular wins where units are repetitive and standardized, where sites are remote or the building season is short, and where a project is large enough to keep a factory line busy. That points squarely at multi-family, worker and student housing, and, increasingly relevant under BC’s new density rules, secondary suites and laneway homes. It is a weaker fit for a bespoke one-off custom home on an easy-access urban lot, where conventional building is still hard to beat.
Modular changes how a building gets assembled. It does not change whether the building is any good. That is still decided in the drawings.
So, are they the future?
For certain building types, yes, and that share is growing for real reasons, not just optimism. For the detached custom home, not really, not yet, and maybe not ever in the way the headlines suggest. The mistake is treating modular as a silver bullet rather than a delivery method that is excellent for some projects and wrong for others. And it is worth saying plainly: a modular fourplex can be just as poorly laid out as a site-built one. The factory does not design the home.
